These favors are similar to upgrades in a skill tree, and can be unlocked by giving your lieutenants (Cassandra, Vito and Burke) control over more rackets and districts of New Bordeaux. Increase each capo's earnings to unlock new favors and abilities.

Cassandra's associates are Jackie DuVernay, a local arms dealer and Jennifer 'Clicks' Moran, a switchboard operator who can break into the city's phone system.
